Paving in the Foothills
Asphalt paving in Juniper Hills means working on the north slope of the San Gabriel Mountains, facing the Antelope Valley, upslope and south of Littlerock and Pearblossom. It is an unincorporated foothill community, and its rural character is protected on paper: the Los Angeles County Board of Supervisors approved the Juniper Hills Community Standards District on June 26, 2007, setting rural land use rules for the area. Devil's Punchbowl County Park sits on the community's east side at the end of County Route N6.
Fire history
Juniper Hills has been on the front line of two major fires. During the 2009 Station Fire, the county ordered mandatory evacuations for parts of the community, and in September 2020 the Bobcat Fire burned homes in Juniper Hills after evacuations were ordered. For foothill properties, a firm, paved driveway that a fire engine can climb and turn around on is more than a convenience. We can widen turnarounds and pullouts when we pave.
Foothill ground
Driveways here climb, curve and cross small drainages coming off the mountains. Typical needs:
- A compacted base on slopes, with soft or rocky areas corrected
- Cross slopes and outlets so storm runoff leaves the drive without eroding it
- Culvert or dip crossings at drainage lines
- Thicker asphalt on steep stretches
Rebuilding after fire
Heavy trucks used during fire recovery and rebuilding can crush older or thin driveways. If yours was damaged, we assess what can be patched and what needs to be rebuilt, and we can stage the work so construction traffic is finished before the final surface goes down.
Rural rules, practical drives
The community standards district is about keeping Juniper Hills rural. A paved driveway fits that; what it changes is how often you regrade gravel, how much dust the wind lifts, and how easily emergency vehicles reach the house. We keep driveway widths practical, leave natural shoulders where they work, and focus the paving on the steep and heavily used sections where gravel fails first.
Steep sections
On the steepest stretches, asphalt has to be placed and rolled carefully so it does not shove downhill while hot. We may recommend a slightly thicker layer and extra rolling there. We also talk through winter traction before you decide, because a steep paved section can be slick after rare snow.
Phasing
Many foothill owners pave the steepest, most-washed-out stretch first and extend later.
Permits and standards
The county road right-of-way falls under Los Angeles County Public Works road permits. The Community Standards District governs land use, so if you plan a major change to how your property is accessed, check its rules too. We can help you describe the scope. Call (661) 466-4552 or

Juniper Hills Questions
Should I wait until rebuilding is done to pave?
Usually, yes. Heavy construction traffic is hard on new asphalt. We can lay base early and pave once the heavy trucks are gone.
Can you add a fire engine turnaround?
Where the lot allows, yes. We grade and pave a wider turnaround or pullout as part of the job.
How do you handle a drainage crossing?
With a dip or culvert that lets water through, so the driveway does not act as a dam.
Do I need to pave the whole drive?
No. Many owners pave the steepest and most-used stretches first, where gravel washes out, and leave flatter sections in gravel.
Does asphalt help with dust?
Yes. Paving the most-used sections cuts dust from traffic and wind.
Can a paved driveway help with defensible space?
A paved drive does not replace brush clearance, but it gives fire engines firm access and a place to turn around. Pair it with the clearance your fire agency requires around the home.
Do you work after a fire in the area?
Yes. We assess damaged drives and can lay base early, then pave once rebuilding traffic is finished.
What does a foothill driveway cost?
It depends on length, slope and base work. HomeGuide's $5 to $12 per square foot for standard asphalt is a starting point; steep sections and drainage outlets add cost, and we list each item in the quote.
